What the gap asks of the research
Our inference from this historical contrast is a research priority: a large resource base does not answer a question about present operating access, deliverability, or a particular commercial position. The analyst needs a narrower unit of analysis and a more recent evidence record.
For a government affairs team, that unit might be an approval pathway around a terminal or project. For a distressed-debt team, it might be the political and operational assumptions attached to a counterparty. These questions call for different documents even when they share the same country context.
