Collection priorities should follow a client question. A zone brief connects local events to a named asset while preserving location limits, source protection, and the difference between operational evidence and documented viability.
Begin with four priority states
The working programme proposes initial collection priorities in Zulia, Monagas, Bolívar, and Anzoátegui. These are priorities for development, not a statement that correspondent agreements or full operational coverage are in place.
The right starting question is which decisions over the client’s chosen horizon depend on those places. A question about access may require different sources from one about a contractual change, labour disruption, or operating continuity.
Organize the local questions by zone
For Oriente, the proposed frame connects Anzoátegui and Monagas with questions about facilities, terminals, inputs, labour, contractors, and regional authorities. For Occidente, it starts with Zulia and may extend to Falcón as the commissioned scope develops.
For Guayana, the proposed frame includes Bolívar and possible extension to Delta Amacuro. Power, industrial constraints, local authority, community positions, and access provide possible collection themes. Each theme still needs an asset, a defined question, and a source plan.
Keep operating evidence and viability distinct
A report of activity answers a different question from a judgment about an asset’s contractual position. The proposed viability view covers contract standing, licence and sanctions standing, arbitration exposure, counterparty solvency, operational access, and security of tenure.
Every assessed criterion needs a supporting document and an assessment date. Missing support should produce an unassessed entry. A relevant new event should prompt a review, not an unexamined automatic legal or contractual conclusion.
Match the output to what can safely be known
A record known only at state level should remain at state level. Placing it on a precise-looking facility pin can overstate the evidence. Sensitive reporting needs stricter disclosure controls even when the underlying location is known.
A useful zone brief should identify the client question, the changes that matter to it, the sources that support or dispute them, and the next review. Partner identities, reporter identities, commercial terms, and source-protecting detail do not belong in a public sample.
